Either of those is a marvelously bad choice.

Binoculars isn't a bad idea, but also you might see if you have a local astronomical society that you could bring him to visit.

That way, he'd get to view through some good telescopes, and if it turns out he's interested, the people there can hopefully give you some good advice.

The least expensive scope worth buying will be a Dobsonian. Orion sells one for about $200. Any telescope that advertises it's power is apt to be a frustrating toy to use, and do more harm than good. Astronomy should be fun.

My scope is a state of the art one priced like a reasonably nice new car, and I'd never try to go up to 525x with it.

This type of scope is not a good choice for astronomy, as the prism used to erect the image will cause a large diffraction spike through the image. And this model, as a low-end representative of the class, is probably worse than average. You are better off buying something intended for astronomy, if that's your main purpose in buying the scope. Which one is right for me? Telescope vs Binocular vs Spotting Scope?

It will be mainly used in open field/country side and in mountain areas for simply observing things such as animals, cars, people etc. It will also be used to watch the night sky.
I need something powerful enough to see the mars or objects far away on earth and at the same time with clear picture. I guess the zooming power is the priority.

Size isn't important.

WOW...You propose a lot for one instrument that has to do it all. And in fact, one instrument cannot do it all.

If you want a good all around terrestrial viewing gizmo, I would go with a pair of Astronomical Binoculars and a tripod. You will be talking about a heavy set of binocs that will make you weary holding for any extended period, but will provide you with excellent views and big bright pictures. There are several kinds you can select ranging up to tens of thousands of dollars. The more reasonable priced models are one thousand or less - down to around $300. Try looking at the 15 X 50 mm models...That is 15X with 50mm objective lenses.
That size binoc will gather lots of light for looking at the Moon and stars in the sky. Do not plan on drawing any maps of Mars with them however. At 15X Mars will be just a pin point.

A spotting scope often has a zoom feature which is nice, and they can be had in a variety of sizes which are easy to haul around. Because they are much greater than 8X magnification (which is about the limit for hand held devices), you will also need some kind of tripod for one of them. The magnification power of spotting scopes varies between suppliers but most seem to range between about 10X and 40X. That is fine for Earthbound usage, and you can mess around with it looking at the Moon and stars, but nothing will be really big in the views except the Moon.

"Seeing" as an Astronomer "sees" requires a telescope with a huge light collecting opening...on the order of 12 Inches to 28 inches. Refractor telescopes fall out of the running at objective lens diameters of around 6 Inches. Anything beyond that size is enormously expensive. Reflector type scopes fill the void from there on up and don't get really pricey until you get up to around 12 and 14 Inch diameter Mirror size. Guys with lots of funds can possibly afford to go for the biggawons that are gigantic contraptions which live in their own little observatories in private homes.

Spotting Scope

Can anyone recommend a good but cheap rifle scope and spotting scope?

I'm looking for a scope that I can use on my AR and Ruger 10/22.
The spotting scope should have a 45deg angle and a 60mm to 80mm objective.

Stay away from cheap - you're only going to be wasting your money. There are a number of moderately priced riflescopes out there of reasonable quality. You can find these with brand names like Tasco, Bushnell, Simmons, Barska, BSA, etc. Check out what each of these brands offer. I would generally avoid their lowest-priced series scopes and work up from there. You should be able to find a decent, moderate-range variable scope (3-9x40) from any of these brands for under $100 without buying junk. You're not going to be getting Leupold or Nikon quality, but you're not paying those prices either.

Almost the same advice holds true for spotting scopes, although they aren't subject to the same rough-house handling as riflescopes. Again, you can get a decent scope for around $100 or a little more. What you're going to give up on the moderately priced spotting scopes is image resolution and clarity at the higher magnifications. This is because of the quality of the optics, so I wouldn't bother with scopes that offer the 60x-90x magnification range because you're just paying for a power range that isn't worth it.

I have been very happy with my Celestron Ultima 65 Spotting Scope. It is an 18-55x65mm zoom scope with a 45-degree angled eyepiece. Celestron doesn't get a lot of publicity in the shooting sports, but they make several models and they've been making quality telescopes now for several decades. I've had this one about three years and use it constantly at the range. Been very happy with it. As mentioned above, resolution gets a little fuzzy on long distance targets at maximum magnification, but up to 40x, it's very crisp.
