Is a cleaning rod a gun "Part" under USPS regulations?

I mailed a pistol cleaning-rod to a guy who had bought a pistol from me in a regular envelope. I had forgotten to include it in the overnight delivery with the pistol, so i thought i would send it along in an envelope. It had the correct postage, and didn't seem to violate the USPS regs of prohibited items:
#11. Firearms, weaponry and their parts or ammunition.
The envelope arrived at his house, but the cleaning rod had been torn out.
Now, to me, a cleaning rod is not a "part" as the USPS regs define it. I would think that a "part" would be something that directly contributes to the mechanical OPERATION of a firearm. (such as a firing pin, recoil spring, etc.). This is a cleaning rod though. It's a tool, a piece of metal really. I'm thinking about filing a complaint against them, and maybe contacting the NRA for support. What says the Yahoo! community?
I like the idea of it jamming a machine somewhere...

It is indeed not a part and I cannot help but believe that the envelope you sent it in was not sufficient to hold it. Items like that are often shipped in a hard tube or box as the automated machinery will cause it to be pushed out the envelope. If the USPS had removed it, there would have been a note inside stating that it was removed. Likely it is on the floor somewhere in the central processing facility or jamming a machine.
