speedloaders considered a loaded mag?

Some states, including mine, have a law that in your vehicles you cannot have a loaded gun, which includes "ammunition in the magazine". this is even if the mag is not in the gun

would a speedloader be considered a loaded magazine? or would it be similar to a stripper clip?
i live in maryland, have my whole life

A speed loader should not be considered a loaded magazine since the firearm is designed, manufactured, sold and carried where a speed loader is not required to make it function.

However, this is a very good question to ask one of your local police officers. Might not be something they would eventually charge you for, but, if the law is grey enough - could be enough to detain you if they wanted to. Best to ask first.
