Ruger P89 or Bersa Thunder in 9mm, which would be better buy and performer?
Is a 4" barrel too short coz it looks like it, 4 1/2 or 5 would be more accurate, no?

A 4" barrel is by no means too short. Generally speaking the longer the barrel the better the accuracy. However unless you're very well trained in shooting a handgun you won't notice the difference. I get perfectly acceptable accuracy from my Glock 30 (.45 ACP) which only has a 3.78" barrel. You will also find that while minimal practice you can get perfectly reliable accuracy from a .38 Special snub nose revolver with a 2" barrel.
Barrel length choices depend on what you want to do with the gun. Is it a carry gun or strictly for target shooting? Do you want it on your hip, or concealed? Keep in mind that against a human target (which we all hope to never find ourselves aiming at) the average distance from you to your assailant in a gunfight is 7 yards or 21 feet.
Both the Bersa and the Ruger you mention have good reputations. I personally own guns manufactured by both companies, but not either of these specific guns. I like my Bersa FireStorm Compact 9mm.
Ultimately the prices are so close that the price isn't really an issue. Personally I would go with the Ruger for 3 reasons. 1) The barrel will probably last a bit longer than the Bersa. 2) Ruger tends to be a bit faster about servicing a weapon that you have returned to them for warranty service and 3) Extra mags for Bersa guns are extremely expensive and tend to be available only from the manufacturer ($49-$59 per mag).
