What branch in the military wears the all black BDU's?

I saw a man on base and his uniform was all black in looked like the other uniforms with the pockets in the same places and stuff but it was all black and I couldn't see what branch his name tag said and i'm sure it wasn't a cop.

Maybe you saw wrong, Navy has Dark blue.
