You’re obviously into knife sharpening, so you doubtless already know that a razor edge is not ideal for a pocket knife’s general uses. (See the video I’ve linked below.) With that said…
Unless you have some defective steel – which is utterly unlikely, then you just haven’t ground off enough steel at a sharp enough angle yet. Even bad steel will take a razor’s edge – it just won’t hold it very long. Then too, neither will stainless steel, really. You might try doing some additional work on the angle of the blade – especially if your knife is new and has a factory edge. For major blade angle work, I use a diamond file, slow deep cutting strokes and lots of water for cooling. A razor’s edge on a pocket knife blade requires a long taper for maximum sharpness and strength. Unlike a straight razor, though, the blade is very thick at the point of sharpening – so it needs lots of work sometimes.
I hope this helps a little. As I said, it sounds like you sharpen/hone a lot, so it’s kind of hard to make suggestions that you wouldn’t already know.
